How are you upgrading, vManage or CLI?
I mean, that release IS supported. What image are you upgrading from?
I would create a TAC ticket as well.

Okay, I think you should maybe upgrade to a earlier version, and then upgrade to release 16.12.2r once you have the router in vManage.
When I purchased my ISRs, there were a few that had boot loader issues, and failed to load any image. So, right out the box, I was able to add image,"isr4300-ucmk9.16.12.1d.SPA.bin" to get it working and syncing with vManage.
So try image "isr4300-ucmk9.16.12.1d.SPA.bin" and let me know what happens.

So I would only suggest booting image from usb, but these routers are VERY picky on the type of USB you use. I had multiple brand new USBs formatted the same and only one worked, so hopefully you have one that reads.
Can you do a "dir usb0:" to make sure the router can read the USB? Hopefully you see the image in there. Should look like this:
rommon 1 > dir usb0:
0 0 drw- System Volume Information
0 582589532 -rw- isr4300-ucmk9.16.12.1d.SPA.bin << this entry shows the router can read the USB and the image.
Now boot from USB:
rommon 1 > boot usb0:isr4300-ucmk9.16.12.1d.SPA.bin
Let me know if you have problems.

- Power cycle the router and force it into rommon with break sequence (ctrl+break, ctrl+c) or use the Break option on Putty or SecureCRT
Change the config register to 0xA102 to bypass configuration.
rommon 1 > confreg 0xA102You must reset or power cycle for new config to take effect
reset
rommon 2 > i
Make sure to "Break" the boot so we can expedite the process and move on to Step 5, otherwise we would need to let the boot-loop for another 5-10 minutes.
Now boot from USB:
rommon 1 > boot usb0:isr4300-ucmk9.16.12.1d.SPA.bin
Firmware will try to upgrade, "break" the process and retry booting from usb until the image loads. When you do get to load the image from USB again, let the process work. If you get to a boot-loop again, just break again, rinse and repeat until the image FULLY loads.
- If this doesn't work then I would RMA the device.
- Also make sure you have the required hardware enough to run an SD-WAN image.
